Regulations for the expedited evaluation and processing of request for public information in the custody of the Department of Justice

 

As corollary of the right to freedom of expression and freedom of the press, the Constitution of Puerto Rico acknowledges that citizens are entitled to have access to public information. However, prior to the passing of the Transparency Act, our legal system did not have a statute regulating such a right. Thus, after Act 141-2019 was passed, a uniform public policy was established, aimed at ensuring that people have access to public information through simple, fast, economic and technological procedures that promote transparency.

The purpose of this Regulation is to establish the rules and procedure that, with reference to the substantive rule contained in the Transparency Act, shall govern the expedited evaluation and processing of requests submitted by citizens for the disclosure of public information in the custody of the Department of Justice, including the determination of whether such disclosure is appropriate under the current legal system.

Therefore, these Regulation are consistent with the Government’s public policy that promotes transparency in government administration and access to public information.
